The Office of Emergency Management and Planning maintains the university's emergency operations plan and implements the National Planning Frameworks, which include: Prevention, Protection, Mitigation, Response and Recovery.

The University Emergency Operations Plan is an all-hazard emergency response plan that identifies essential functions to manage an expanding incident. The plan also identifies how the Emergency Operations Center (EOC) will be activated and who will be assigned to perform essential roles such as each university function or law enforcement, emergency medical services and mass care. 

To effectively manage a disaster, emergency response procedures and principles must be shared through the whole community to coordinate local, state and federal emergency response partners.
